POR-15 Rust Preventive Coating is a high performance coating designed to paint directly on prepped rusted or seasoned metal surfaces to stop rust permanently. Before:Heavily rusted diamond-plate pickup truck beds can be a problem, fix them permanently with POR-15 Rust Preventive Coating.
Step 1: First remove loose rust and degrease carefully with water-based Cleaner Degreaser
Step 2: Next, neutralize rust and prep with Metal Prep.
Step 3: After thorough washing and drying, coat with POR-15 Rust Preventive Coating, right onto the rust!
Step 4: Next, topcoat with Top Coat, 2K Urethane, or other top coat of your choice.
After: Now you have a PERMANENTLY repaired truck bed, that will NOT rust again.

I've used POR-15 in the past, about 12 years ago. Product had held up to the rigors of high heat, weather and time. Still looks as good as the day I applied it in 2009 on my brake calipers, with PORs brake caliper prep and paint kit.
Fast forward to 2021, I had some lally-columns in my crawl space that the bases of the columns have been subject to standing moisture for about 15 years. I scraped, angle grinded and write brushed down all the column bases, followed the 3-step procedure to the letter and painted two coats of POR-15 rust paint and the columns look good as new and will be safe from moisture for many years to come.
Stuff is not cheap, but it's well worth it if you follow the instructions.
At first I got fair results with these products. After deciding to do my own repairs on all the surface rust on my cars I read the directions and watched some videos.

A prior review that suggested POR only where it would not show was accurate. Despite my best efforts to put two THIN coats on a mower deck, I ended up with areas of wrinkle-finish that did not reveal for a week or so. Not an issue for my application (which was a proof-of-concept operation using POR) and I totally believe that the deck will never rust again so I am happy.
The Saran Wrap under the can lid suggestion was good. I cleaned my brush in Lacquer Thinner between coats so I did not lose it, I used a small cut-off wheel on a Dremel to flatten the cured drips around the carriage-bolt holes on my mower deck so it would reassemble.
Overall a good product that apparently does what it claims with some considerations that have to be kept in mind.
Surface Preparation:To coat rusted or bare metal surfaces. Remove grease, oil, and other foreign substances using POR-15 water-based cleaner and prep products per the listed instructions.
Stir POR-15 Rust Preventive Coating thoroughly, DO NOT SHAKE, then dispense a quantity of POR-15® Rust Preventive Coating into a separate container to avoid contamination.
Application:Apply in thin coats. Always apply a minimum of two coats. If necessary, only thin with POR-15 Solvent, up to 5%. POR-15 Rust Preventive Coating may be recoated or topcoated when dry to the touch with a slight “finger drag”, typically 2 to 6 hours. To coat over cured POR-15 Rust Preventive Coating, scuff the surface with 320 grit sandpaper until gloss is dull, and then apply coating.
Clean Up:Use POR-15 Solvent for clean-up, which must be done before POR-15 Rust Preventive Coating dries; once dry, POR-15 Rust Preventive Coating cannot be removed by any solvent. Use of gloves and ventilating equipment is strongly recommended. Avoid skin contact. Remove from skin at once to avoid temporary staining. Moisture will shorten the life of unused POR-15 Rust Preventive Coating. Seal can immediately after dispensing.
Tip:Place plastic wrap between the lid and the can lip to prevent POR-15 Rust Preventive Coating from permanently sealing the can shut.
